Commodity Supplemental Food Program



The Commodity Supplemental Food Program (CSFP) is a federally funded program that provides free, nutritious USDA commodity foods to eligible participants.   The CSFP  program works to improve the health of low-income pregnant and breastfeeding women, post partum women  up to one year, infants, children up to age six, and elderly people at least 60 years of age.

Eligibility Requirements for the CSFP Program:

  • Seniors 60 years of age and older
  • Pregnant women
  • New Moms for 1 year
  • Children who are at least one year old but not reached sixth birthday. 
*Please note CSFP participant May Not participate in WIC and CSFP at the same time.

Types of Foods Available

CSFP food packages do not provide a complete diet, but rather are good sources of the nutrients typically lacking in the diets of the target population. These nutrients include vitamins A and C, Calcium, and Iron. The CSFP also provides nutrition education to assist participants in making healthy food choices as well as recipes to help them get the most out of food products received through the CSFP.  Within each food a variety of different products are available.  The typical box contains the following:

  • Juice                            
  • Canned Fruit                               
  • Dry Milk
  • Cereal                          
  • Dry Beans or Peanut Butter      
  • Cheese
  • Canned Meat              
  • Rice, Macaroni, or Spaghetti
  • Canned Vegetables  
  • Evaporated Milk

CSFP Income Eligibility


In addition to residency requirements, applicants must also be determined income eligible for participation in the CSFP.   Women, Infants and Children must have a household at or below 185% of the Federal Poverty Income Limit.  Elderly individuals must have an income at or below 130% of the Federal Poverty Income Limit.   Please click here for the chart for Income guidelines.

 

Are you interested in participating in the CSFP program?


The total number of participants that may be provided benefits by the CSFP each year is determined by USDA.   The state is assigned a caseload which identifies the total number of individuals that may receive food from the CSFP which cannot be exceeded during the federal fiscal year (October – September).  When all caseload slots have been filled the State Agency will implement a waiting list. 
Currently, there is a Waiting List to participate in the CSFP program.
 
If you are interested in applying for the CSFP program, please note that there is a waiting list and you will only receive a box if a client on the active list doesn’t pick up their box.   

 

How to Apply

  • Qualified applicants must bring the following to apply:
  • Valid SC Drivers license or State Issued ID
  • Social Security Card
  • Piece of mail with current address
  • Proof of total household income (one or more of the following) – we cannot accept verbal household income.
  • Bank statement
  • Social Security award letter
  • Check stub


***If you have power of attorney for a client you must bring the legal document with your picture ID****

 

Paperwork

Eligible clients will fill out the following form:

  • Application
  • Proxy Form
  • Participation Agreement
  • Eligibility Notification Letter


Once accepted on the program you or your designated proxy MUST pick up your box each month.  Failure to pick up your box for ANY TWO months will result in your case being closed and you must re-apply for the program and you will be placed on the waiting list.  (This means there is no guarantee you will receive a box every month).

Re-certification


Every six (6) months each client will be re-certified.  You will receive a letter one month prior to re-certification as a reminder.   The month of re-certification you must verify your household income and note any changes (increases or decreases).  
   

How to become a LDA Site

 

Is your organization interested in becoming a CSFP Local Distributing Agency:  


The South Carolina Department of Social Services (SCDSS) is the designated state agency responsible for the administration of the CSFP.  The SCDSS has entered an agreement with Harvest Hope Food Bank to accomplish the goals of the CSFP programs within the six counties listed above.

In order to accomplish the eligibility determination, nutrition education and food distribution activities of the CSFP, the food bank has established agreements with other non-profit and /or public entities that are identified as the Local Distributing Agencies (LDAs).

What does a LDA do?

  • Meet Harvest Hope Food Bank Partnering Agency Requirements
  • Directions to the site.
  • Volunteers to distribute boxes.
  • Pre-screen applicants and fill out proper paperwork.
  • Maintain caseload.
  • Communicate with the CSFP Coordinator.
  • Send monthly report to Harvest Hope Food Bank by the 1st of the month.
  • Re-certify applicants every six months.
  • Attend CSFP Training once a year.

What does the Food Bank do?

  • Deliver pre-packed boxes to distribution site every month.
  • Conducts a new CSFP Training for each site
  • Provides support to LDA Site
  • Provides paperwork and training to LDA Site.

Advantages to Being a LDA CSFP Site:

  • Efficient distribution to senior citizens in 2 hours or less.
  • No need for storage.
  • Boxes are pre-packed. 
  • Senior Citizens are pre-qualified.
